Energy efficiency is critical for Turkey to sustain its economic growth and at the same time fulfill its commitments to climate change and environmental sustainability. In our country, buildings come first in final energy consumption and have the highest saving potential in terms of reducing energy consumption.

Actions in the field of energy efficiency in public buildings must be implemented quickly in order to achieve the vision, strategic goals and targets in national and international documents within the stipulated time. 

In this context, the Ministry of Environment, Urbanization and Climate Change signed a loan and grant agreement with the World Bank for technical consultancy services, construction works and non-consulting services within the scope of the Energy Efficiency in Public Buildings (KABEV) project.

The Energy Efficiency in Public Buildings (KABEV) project is implemented by the Ministry of Environment, Urbanization and Climate Change, General Directorate of Construction Affairs with the support of the Ministry of Energy and Natural Resources (MENR) with funding from the World Bank.

With the project, which aims to renew 500-700 public buildings in an energy efficient way, it is aimed to combat climate change by providing energy savings, increasing comfort and reducing greenhouse gases. 

Project investments will primarily focus on public buildings with high energy consumption and shorter payback periods. Within the scope of the project, making energy studies of public buildings (schools, hospitals, administrative buildings, university campuses) in Turkey, issuing energy identity documents, determining energy efficiency levels and saving levels to be obtained and reporting them together with investment costs, and architectural design of suitable public buildings. It is planned to realize energy efficiency improvements by preparing mechanical and electrical modification projects.

The direct beneficiaries of the project; The public sector that will save budget on investments in public buildings, users and employees of public buildings, society through combating climate change, various equipment and service providers (energy efficiency consulting firms, architectural, mechanical and electrical design offices, energy service companies (ESCO) , suppliers of construction materials, contracting firms to implement energy efficiency modifications, etc.).

KABEV Project will reach 1000 public employees and 5000 citizens annually. The project will not only reduce the energy consumption of public buildings, but also contribute to raising the awareness of the beneficiary society with the communication activities to be carried out within the scope of the project.
